awesome work, especially on textures and material definition :)
Its too hi-res mesh as for in-game prop tho, but well, it does show the modeling skill nevertheless ;)

Very nice model, but the tri-count looks very high (separate, detailed links and all).
Nice weathering job!
-oil stains- is very simple, I looked at photo of oil stains and hand paint (big blurry round brush) it to a tank surface (oil spec is blue)
